Offer sheets remain a seldom-used tool in the NHL despite widespread salary-cap pressure across the league. Only four offer sheets have been signed in the past ten years, a sign that most general managers prefer to negotiate internally rather than force a restricted free agent to the open market.

The Pittsburgh Penguins are among the teams with more cap flexibility as the league's salary ceiling rises. Whether that advantage translates to a more aggressive pursuit of restricted talent on the market this offseason remains uncertain.
